Weatherby Lake Yacht Club 2010 Racing Series

Spring Series, Summer Series, & Frostbite Series

May 2nd to October 17th  

NOTICE OF RACES

1.      RULES

      These racing series will be governed by the rules as defined in ISAF The Racing Rules of Sailing 2009-2012, the 2009-2012 Prescriptions of the United States Sailing Association, the rules of each class concerned (except as altered by the Sailing Instructions), and the Notice of Race.

2.      ELIGIBILITY AND ENTRY

The series is open to all boats with or capable of receiving a Portsmouth Yardstick rating.   All skippers and co-skippers must be Members in Good Standing, Immediate Family and/or Permanent Registered Residents of Weatherby Lake Improvement Company (WLIC) and Members of the Weatherby Lake Yacht Club (WLYC).

3.      FEES

WLYC annual membership fees are $55 ($60 after March 8, 2009).  

4.      SCHEDULE  

The racing schedule can be found on this website.   The scheduled time of the warning signal for the first race of each day is 1:30 pm.

5.      SCORING

5.1.   All boats will race together and will be scored using the latest Portsmouth Yardstick handicap system.   If there are 3 or more boats of the same class competing, those will also be scored as one design between each other.

5.2.   The series score will be tallied using scores from the top 60% of the races conducted rounded up one race.   Eight races must be conducted to constitute a series.

5.3.   Each skipper / co-skipper that enters the series will be scored for each race in which they compete.  If a skipper or co-skipper does not compete in a race, they will be scored DNC for that race.

5.4.   1st, 2nd, and 3rd place medals will be awarded for the Handicap Fleet.   One-design classes other than Handicap Fleet may organize themselves and provide for fleet trophies.

5.5.   To be scored in a particular race, the registration form (3rd page of this document) must be received by the Race Chairman or his designate by 5pm on the day of the race.

6.      DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

7.      INSURANCE

Each participating boat shall be insured with valid third-party liability insurance.

8.      REGISTRATION AND FURTHER INFORMATION

8.1.   To be scored in a particular race, the registration form (click here for 2009 Registration Form) must be received by the Race Chairman or his designate by 5pm on the day of the race.   One registration form will cover all three series.    Changes to skippers, boats, etc. can be made by re-registering.

SAILING INSTRUCTIONS  

1.      RULES

1.1.  The Racing Series will be governed by the rules as defined in ISAF The Racing Rules of Sailing 2009-2012, the 2009-2012 Prescriptions of the United States Sailing Association, the rules of each class concerned (except as altered by the Sailing Instructions), the Notice of Race, and these Sailing Instructions (including Attachment A).

1.2. The rules of each class will apply except that membership in a class organization is not required, a current rating certificate is not required, and there is no minimum crew requirement.   This changes Rule 78.

1.3.   ISAF Racing Rules of Sailing numbered 35, 78, A2, A4, A5, A9, 61.3, 62.2, and 90.3 will be changed as indicated in these Sailing Instructions.

2.      NOTICES TO COMPETITORS

Notices to competitors will be sent by email to registered skippers and co-skippers at the e-mail address listed on their registration form.

3.      CHANGES TO SAILING INSTRUCTIONS

Any change to the Sailing Instructions will be either:

  1. E-mailed to registered participants by 2000 on the day before it will take effect, or

  2. Communicated orally on the water by the Race Committee upon the raising of signal flag “L” with one sound prior to the time of the warning signal of any race.  

4.      SIGNALS MADE ASHORE

Signals made ashore will be displayed at the docked committee boat on the north side of C Point.

5.      SCHEDULE OF RACES

5.1.  The schedule of races can be found on this website.

5.2.  The scheduled time of the warning signal for the first race each day is 1:30 pm.

5.3.  All Fleets will have 2 races per day (one extra race per day may be sailed as a makeup race if previously scheduled races have not been completed).   Reserve days may be used if scheduled races have not been completed or if the Race Committee deems it unlikely that races will be completed as scheduled.

6.      CLASS FLAGS WILL BE:

7.      RACING AREA AND THE COURSE:

7.1.   The photograph in Attachment A shows the race area and general location of course marks.  

7.2.   The specific course will be displayed on the signal board on the race committee boat prior to the warning signal.  Course information will be in the following sequence:

7.2.1.      The order in which the marks are to be passed (The “X” mark may be used at the discretion of the Race Committee),

7.2.2.      The number of laps if more than one (1),

7.2.3.      The side on which each mark is to be left as indicated by a red or green signal board.

8.      MARKS

8.1.   Marks A, B, C, D, E, & F will be white cylinder buoys with 2 orange stripes.   An “X” mark will be a round orange buoy.    See photograph in Attachment A.

8.2.   The starting marks will be the race committee signal boat on the starboard end and a white stick buoy (the pin mark) on the port end.   The finishing marks will be the same as the starting marks (sides to be determined by course).

9.      THE START AND FINISH

9.1.      The start line will be between a red pole on the Race Committee boat at the starboard end and the port end starting mark (the pin mark).   The finish line will be between a red pole on the race committee signal boat and white stick buoy (same marks as the starting line).

9.2.      During a race, if the Race Committee boat is displaying the Past Commodore flag (white anchor and 3 stars on a dark blue background) the start/finish line will be an obstruction, except to finish.   Boats that sail through this obstruction will be scored points equal to DNF, unless they properly unwind.

9.3.      A boat starting later than 10 minutes after her starting signal will be scored Did Not Start (DNS).   This changes rule A4.

10.  TIME LIMITS

10.1.  If no boat reaches the first mark within 30 minutes the race will be abandoned.

10.2.  Boats failing to finish within 30 minutes after the first boat sails the course and finishes will be scored Did Not Finish (DNF). This changes rules 35 and A4.

11.  PROTESTS AND REQUESTS FOR REDRESS:

11.1.  Protests shall be delivered to the Principle Race Officer (PRO) at “C” Point within the protest limit.

11.2.  For all classes, the protest time limit is:

  1. 30 minutes after the race committee signal boat has docked after the last race of the day.   The RC boat will make 2 short sounds upon docking that will indicate the start of the 30 minute period.

  2. The same time limit applies to protests by the race committee about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2.

11.3.  Notices will be sent by e-mail as soon as practical to competitors to inform them of hearings in which they are parties or named as witnesses.

11.4.  Notices of protests by the race committee will be sent by e-mail as soon as practical to affected skippers to inform boats under rule 61.1(b), first sentence.

12.  SCORING

12.1.  Eight (8) races must be completed to constitute a series.   A race is scored and will count toward fleet standing if at least 3 boats start the race and at least one boat finishes the race in accordance with rule 90.3.   Skippers/co-skippers sailing their registered boats will be scored.   

12.2.  There is no minimum number of races required for skippers / co-skippers.   Each series scoring will consider the best scores in 60% of the races held that comprise a series (rounded up to the nearest race).   For example:

·   8 races held – 5 best scores count

·   9 races held – 6 best scores count

·   10 races held – 6 best scores count

·   11 races held – 7 best scores count

·   12 races held – 8 best scores count

12.3. Registered skippers/co-skippers that did not start (DNS), did not start (on the course side of the starting line at her starting signal and failed to start) or broke rule 30.1 (OCS), did not finish (DNF), retired after finishing (RAF), or were disqualified (DSQ), will be scored 1 more point than the number of boats competing in that race.   This changes Rules A5 and A9.

12.4. Registered skippers/co-skippers that did not come to the starting area and did not compete (DNC) will be scored 1 more point than the number of registered participants at the end of the series.   This changes Rule A5.

12.5. The latest Portsmouth Yardstick (with appropriate adjustments for Beaufort wind scale) will be used for scoring boats competing in the Handicap Fleet with the following exception:

12.5.1.  Those boats which are physically present for the Blessing of the Fleet (BOF) on Saturday, May 2, 2009 will receive a 10 second deduction from their actual time for the first race of the season on Sunday, May 3rd, 2009.   Ray Staton, Commodore, will record the boats that are present at the BOF and present them to the Principal Race Officer for scoring accordingly.

12.6. All boats will be handicapped assuming class legal sail inventories and boat specifications with the following considerations:

12.6.1.  Skippers/co-skippers sailing in a class which receives a favourable adjustment in the handicap rating for sailing without a spinnaker must inform the PRO of their intentions during check-in prior to the warning signal of each race (or for the entire series when registering) .   Failure to do so will result in assumption that the boat is racing in maximum fleet legal form with no adjustments.

12.7. It will be each skipper’s individual responsibility to inform the Principal Race Officer of non-class specifications and sail plans required to handicap the boat.   If the Principal Race Officer is not informed, it will be assumed that the boat is racing in maximum fleet legal form with no adjustments.

12.8. Handicap adjustment requests will be heard, and handicap adjustments made by a non-Weatherby Lake judge for non-class legal boats, or boats for which a Portsmouth number is not listed.   If an adjustment is made it will only affect the race preceding the submission of sufficient information to make a ruling and all following races.

13.  CHECK-IN & RETIREMENT

13.1. To qualify as a skipper/co-skipper and receive a score, a skipper must check in with the PRO on the Race Committee boat prior to the warning signal of the first race of the day.    Check in will be verbal (e.g. “Sonar, sail # 429, skipper John Smith, checking in”) and must be confirmed verbally by the PRO.   This changes Rule 90.3 and A2.   See also Section 12.7 in these instructions.

13.2. A boat that retires from a race shall notify the PRO as soon as possible.    This can be by cell phone if necessary to Robert Murray at 816-695-1334 (cell).  

14.  EQUIPMENT AND MEASUREMENTS CHECKS

A boat or equipment may be inspected at any time for compliance with the class rules.

15.  DISCLAIMER OF LIABILITY
